Hypothetical scenario: You arrived in Ireland (for example) and dont have any people or friends to accompany you and where you live transport is non-existant. What are your options?
Many people would choose the first option and risk breaking the law since they have no other choice.
So how it would be implemented is that after your first 12 or so lessons your instructor should be able to check whether you are safe to drive and allow you to drive on your own. (I know there will be loopholes around this)
And if the government cant do that at least have a government app where you can get qualified instructors for a small fee (or even free!).

Break the law. Its pretty commonplace in Ireland at least for learners to do that here.
Get a bike but risk getting run over (no bike lanes). Also long travel times to consider and the fact that bike theives are rampant in Ireland.
Take your chance with transport but be late to work and fired because you live in a rural area.
