It should be REALLY hard to breed dogs.

Here are my thoughts. Help me find and solve for the holes in the idea? 💡 Problems: there’s a surplus of dogs to interested people; there are too few shelters/rescues and they’re mostly underserved; too few are actually fit to care for the dogs they take in. Even when people don’t abandon or re-home their dogs, many dogs live unfulfilling lives not at all rooted in their needs; many purebred dogs suffer from genetic issues.

Currently, anyone with the money who wants xyz dog breed can get it. Why not keep dog breeding extremely restricted based on ideal genetics (for the health of the dogs) and very stringent standards for getting one of a select few available permits to breed dogs each year. In turn, ideally, the resulting dogs will be healthier and the breeders will be more selective in who will adopt. Legal penalties for illegal breeding and selling could be increased to deter a rise of puppy mills.

The deficit of purebreds (and all intentionally bred dogs) would force people who want dogs to rescue them. Over time, the surplus of shelter dogs would chip away and with less supply, there’d be less of a need for euthanasia. Shelters could be more selective in who adopts each dog based on the quality of life they could show the dog. Owning a dog could become less of a trend and more of a privilege.

Unintended side effects:

- Will illegal breeding take over? With increased penalties, hopefully not, but it’s always possible.

- Will purebred dogs become ridiculously expensive and only available to the elite? Possibly.
