Most of the time when "bad pacing" is levied against a movie or show, it's done by someone who a) doesn't actually know what pacing is, and b) can't actually explain what they didn't like about something because either they don't have the vocabulary or understanding to articulate their own point, or their real reason is controversial and they don't want to actually say what was wrong.
it's become shorthand to make you sound smart, while not actually critically engaging with the work or providing a point of any substance.
it's even worse when a movie has a change in pacing and either deliberately slows down or speeds up. This can be done poorly or well but it doesn't matter to these guys because its suddenly labeled as being "all over the place" simply because the pacing changes.
pacing can be a real issue with a story but it's too frequently labeled as shit. it's even more obvious that it's just an example of someone who's scrambling for arguments when said movie or TV show is stuck in culture war fights.
